CEMS Management Overview

Daily Data Review – 365 days per 12-month period

Engineering Evaluation for Process Performance


Daily Data Review

On a daily basis (365 days per 12-month period), one AMP-Cherokee personnel will evaluate the ongoing Glass Furnace CEMS data quality, CEMS uptime, data availability, calibration results, and any alarms and/or warnings. The daily data review is limited to 16 hours per calendar month and any overages will be billed on a per hour, per person basis in accordance with Exhibit A – 2016 Labor and Expense Rate Schedule. Any errors or anomalies will be communicated to AGC and subsequently corrected within 2 business days.


Monthly CEMS Maintenance

One AMP-Cherokee personnel will perform on-site 12 monthly scheduled CEMS maintenance visits per 12-month period as per manufacturer’s recommendations and/or the approved Quality Assurance Plan (QAP). These maintenance services shall include (at a minimum), all preventive maintenance efforts defined in the approved QA plan for proper ongoing operation of the system as well as any additional items recommended by each component manufacturer.

At 90 days, at 30 days, and again 1 week prior to any scheduled on-site maintenance activity, the AMP-Cherokee Field Service Manager will notify the AGC point of contact of the proposed date of CEMS on-site activities.

Upon arrival on-site, AMP-Cherokee personnel will contact the designated AGC point of contact and request permission to begin maintenance activities.

Any potential change order identified by AMP-Cherokee in the performance of this project will be communicated to AGC in writing for their approval or rejection prior to any expense being incurred.

Any spare parts purchased by AMP-Cherokee for AGC shall be invoiced at manufacturer’s list price plus 15%. Spare parts provided by AGC for AMP-Cherokee use will be noted and consumption will be relayed back to the designated AGC point of contact.

At the conclusion of each on-site maintenance visit, a copy of the Maintenance Trip Report will be given to the designated AGC point of contact and a short de-briefing meeting will be conducted to review all pertinent details related to maintenance and audit activities encountered along with any recommendations for future activities.


Cylinder Gas Management

Under the 2016 Glass Furnace CEMS Maintenance Service Plan AMP-Cherokee personnel will provide all calibration and maintenance gases required for continuous operation of the CEMS, as well as quarterly CGAs and annual RATAs.

On each monthly scheduled CEMS maintenance visit, one AMP-Cherokee personnel will conduct the following activities:

Cylinder inventory taken at site & re-ordered as needed

Full certified cylinders delivered to site as needed, and

Empty cylinders are picked up from site and returned.


Quarterly Audits (CGA & RAA)

One AMP-Cherokee personnel will perform 3 quarterly CGAs for the Glass Furnace CEMS on 3 of 12 monthly scheduled maintenance visits per 12-month period. AMP-Cherokee will perform a CGA once per calendar quarter (except during the RATA quarter). One AMP-Cherokee personnel will also perform 4 quarterly RAAs for the Glass Furnace Volumetric Flow monitor on 4 of 12 monthly scheduled maintenance visits per 12-month period. Auditing services will be performed in accordance with the applicable Performance Specification(s) found in US EPA 40 CFR 60. A preliminary audit report will be provided to AGC within 6 hours after completion of the CGA/RAA and prior to AMP-Cherokee personnel leaving site. A final audit report will be provided to AGC within 21 days of completion of each audit. Each report will be provided in triplicate and shall be suitable for submittal to the regulatory agency.

AMP-Cherokee assumes all quarterly auditing work can be performed during the same mobilization as one of the 4 quarterly scheduled maintenance visits. Additional or separate trips to the facility will result in additional fees.


Annual Audit (RATA)

AMP-Cherokee will provide annual RATA certification services on your CEMS during 1 of the 12 monthly scheduled maintenance visits per 12-month period. AMP-Cherokee will conduct the RATA during a single mobilization to the facility. A test protocol will be prepared in advance of each RATA and shall be suitable for submittal to the regulatory agency. A complete RATA report detailing all RATA procedures and RATA results will be provided to the client within 21 days of completion. The report will be provided in triplicate and shall be suitable for submittal to the regulatory agency.


Quarterly Recordkeeping & Reporting

AMP-Cherokee personnel will provide 4 quarterly Recordkeeping & Reporting binders per 12-month period which includes the following records:

Emissions Reports

Calibration Records

Maintenance Records

Quarterly and Annual Audit Reports

Calibration Gas & Neutral Density Filter Certifications


Emergency Service Provision

Starting with our 2016 service plans, AMP-Cherokee now offers an Emergency Service Provision that can be added to any maintenance plan and will lock in scheduled rates for any unscheduled service required such as the following:

Telephone support,

Remote support, and/or

On-site support

More than 4 site visits per 12-month period or outside of normal business hours will be billed at unscheduled rates in accordance with Exhibit A – 2016 Labor and Expenses Rate Schedule. In addition, with the Emergency Service Provision AMP-Cherokee guarantees that personnel will be available to respond and/or mobilize 24 hours per day/365 days per year at our scheduled rates.


DAS Assurance

Under the DAS Assurance Monitoring Provision, AMP-Cherokee personnel will conduct all software updates, logic edits, reporting edits, troubleshooting, and an annual SQL database tune-up for up to 30 total hours per 12-month period.

The 30 total hours per 12-month period will be consumed in 15-minute minimum increments. Additional support beyond the included 30 total hours will be billed on a time basis in accordance with Exhibit A – 2016 Labor and Expense Rate Schedule.


Emissions Compliance / Process Performance Evaluations

AMP-Cherokee Environmental Solutions provides engineering evaluations using appropriate EPA Method tests. After an initial analysis has been performed, AMP-Cherokee will provide a full engineering assessment report to the client.
